The clearest articulation of the agent-fleet IDE: Devin Desktop's Agent Command Center manages local and cloud agents from one surface, Devin Local adds subagents with a claimed ~30% token-efficiency gain, and ACP support runs third-party agents (Codex, Claude Code, OpenCode) in the same editor. Automatic context (Flow awareness, Fast Context, Codemaps, Memories) is the best zero-setup context in any IDE. Model access is frontier and multi-vendor with a free in-house SWE-1.7 tier, the compliance surface (SOC 2, HIPAA, FedRAMP High, ITAR) is unmatched in the category, and 40+ IDE plugins remove the VS-Code-fork adoption barrier.

Churn is the story: Google's licensing deal took the founders (07/2025), Cognition took the rest, the product has been renamed twice (Codeium → Windsurf → Devin Desktop) and the Cascade agent hit end-of-life on 01/07/2026 — anything that named it had to be repointed. The March 2026 pricing rework erased the old $15 price advantage, and the quota meter (shown only as a percentage) makes costs hard to predict. Its autonomous edits need more post-generation review than Cursor's diff-by-diff flow, and the roadmap serves Devin and Cognition first — standalone-editor priorities can lose.
